The Priorities of Armenian State and Local Governance Reforms at the Current Stage

This research is the continuation of the discussion and the solution of the issues, enlightened in the scholarly work "Problems of Development of State Government and Local Self-Government in Armenia". The mentioned work has highlighted the formation and the development processes of public administration system during the years of independence, it has evaluated the effectiveness of state and local government in our republic, and has revealed the existing problems that require reasonable solutions. Presented to the readers’ judgment, this book elucidates and emphasizes the importance of the reforms in legislative and executive government bodies, as well as in territorial administration and local self-government systems, by putting forward precise priorities for the current stage. In particular, with the purpose of increasing the efficiency of public administration and through a thorough investigation of international experience, specific proposals are presented for the reforms of the operations and the organizational structures of legislative and executive bodies, development of territorial administration and local self-government systems, application of the two-tier local self-government principle, as well as embedding participatory governance approach in public administration system.

Although developed proposals are fully justified, but given the political and socio-economic importance of the public administration reforms, they may be considered as options for solving problems and as such are subject to further discussions and additional substantiations.
