TECHNOLOGICAL DEVELOPMENT AND DIGITAL ECONOMY. Assesment and problems of development of technological capability of economy of RA

Armenia in The System of High Technologies Rating Classifications: Many countries now undertake creating the digital economy and provide technological development in order to reach high-performance, global competitiveness and social well-being. In order to assess the actual level of technological development and the potential progress in the field of high technology, as well as to predict the prospects for development we come across to the first problem of analyzing all available data. To obtain a complete picture of actual situation in Armenia the research in this article included studies of the dynamics of the internal development of the technological sphere (based on official statistics) on the one hand, and the field of information and communication systems in Armenia in the context of international standards, classifications and assessments on the other. To study the impact of technological development on the economic system the position of RA was disclosed with help of the comparative analysis with the relevant countries. A correlation analysis was also held. The most considerable factors affecting the percentage of IT in GDP were revealed which gave an opportunity of implementing a more effective policy in this area.
The problems of improvement of position of the Republic of Armenia in technological development system of CIS: In order to ensure the improvement and development of the digital economy and information and telecommunication technologies in the Republic of Armenia it is very important to determine the position taken by our country in the field of information and telecommunication technologies among the countries of the world and, above all, among CIS member states, taking into account the position of the Republic of Armenia accession to the Customs Union. The study reveals problems and challenges that must be smoothed to improve the competitive position in this field. Of course, except for the countries of the CIS, the vector of the strategic development of the studied areas must also be parallel with the technological development of the advanced economies. To this end, we studies positions of members of the CIS countries in the international rankings on major factors for this study (indices) separately, through mutual comparisons, and carried out the ranking of CIS member states when combining all factors studied in this work. Studies of individual indicators can of course give some interpretation of the discussing problem, but for better results considering all of these indicators in a single system is more desirable. For this purpose, for calculating a synthetic indicator two methods were offered: the method of simple summation and the method of weighted summation. Comparative analysis of the calculations carried out by means of both methods shows that in this particular case, the differences are negligible, but we give preference to the second, as a more presentable.
Macromodelling of the influence of technological development on economic growth of RA: Scientific and technical progress, which is considered as a common factor of the economic development in international literature, is often linked with the concept of the innovation process, which is the only process that connects science, technology, economy, business and management. It’s the process of creating and developing the innovation design concept prior to its commercial processes, including the entire range of production, exchange and consumption. Technological development leads to the qualitative and quantitative changes of production, increases productivity, production facilitates, to the more optimal use of resources and, ultimately, leads to economic growth, which finds its expression in the form of statistical indicators. The purpose of presented investigation is to identify the quantitative relationship between economic development and scientific and technological progress, to identify the key parameters characterizing their link and all this in the case, along with similar indicators from the CIS countries. This will help to identify the current state of the technology industry of Armenia, strengths and weaknesses, technological factors that have the most influence on economic growth, the strength and character of impact, to indicate the most appropriate areas for development, which will bring the most significant improvement in economic growth.
