International consultant Scott Jacobs came up with a lecture for civil servants at ASUE
International consultant and author of "Regulatory Guillotine" Scott Jacobs came up with a lecture on "Market Economy Development Challenges legislative, regulatory impact assessment" at ASUE great hall. The lecture was conducted for civil servants. Besides the civil servants the lecture was attended by ASUE vice rector on education organizational matters Mihrdat Harutyunyan, representatives of RA National Center for Legislative Regulation and ASUE Lifelong and Further Education Center.
In her opening speech, Deputy Director of the National Center for Legislative Regulation Heghine Manukyan briefly introduced the center's mission and the importance of continuous training of civil servants.
Welcoming the participants, Scott Jacobs, began the lecture. First, the speaker presented the essence and role of regulations for market economy, then, spoke about the cost of regulations.
In conversation with ASUE Media and Public Relations Division Scott Jacobs mentioned that the main aim of the lectures was to give civil servants an idea about what government should do to facilitate the transition to a market economy. According to him, in RA the market is still being under control, while we need to focus on protecting people from bad, low-quality products. "We hope that this way of thinking, this culture will change," added the consultant.
