Director of AMBERD Center as an Expert of the IPA CIS Board of Expert on Economic Affairs

On March 12, the first session of the IPA CIS Board of Expert on Economic Affairs was held in the CIS Inter-Parliamentary Assembly Headquarters in Tavricheskiy, Saint Petersburg, Russia, attended by Armen Grigoryan, Director of AMBERD research center. He has been involved in the IPA CIS Board of Expert on Economic Affairs as an expert by the N41 decree of the IPA CIS Board on November 29.

The information is submitted by the Director of AMBERD research center, at the same time clarifying that the newly established Board of Expert has a permanent character and is formed aimed at providing scientific, expertise and advisory support for the activities of profile commissions.

It will carry out various functions, in particular the analysis of economic legislation of the CIS countries, CIS model laws development, and assessment opportunities of them for localization in CIS countries, monitoring of the economic and legal field after adopting the model laws, organizing the public discussion platforms for model laws, and supporting the organization of parliamentary hearings of such laws. The Board will also deal with developing joint economic development programs and strategies in the CIS member countries

“The event was rather representative. Both experts from CIS countries and  Secretary General of Assembly Council to the Inter-parliamentary Assembly, CIS Heads of Representatives in the Assembly and Head of the RF State Duma Committee for Eurasian Integration and Compatriots participated in it. Although the first session of the Board of Expert was mainly cognitive, but a large range of issues were discussed. Board of Expert has adopted the 2019-2022 program of planned events and clarified the main priorities of model law development and expertise accompaniment. Issues related to the field of economic security, improvement of the legal framework contributing to the digital agenda and the issues of harmonization of economic development strategies were considered as the main priorities.

The Board of Expert has also acted with the development of a new CIS economic development strategy, with the initiative of forming CIS Economic Congress and discussing the new strategy within the framework of the annual “Petersburg International Economic Forum”; Armen Grigoryan stated.

Within the frames of the visit, our colleague discussed cooperation opportunities with the representatives of the St. Petersburg State Economic University both in the staff of the Board of Expert and bilateral cooperation format.
